Change by Design is happy to announce being recently selected by ISF to fulfill a new contract award. The sub-contract is converting existing coursework into more effective online learning modules for the Florida Department of Health’s (FLDOH) Children’s Medical Services Department. The end result of this project will be better informed, prepared, and competent program staff who are effectively implementing policy in each of their respective geographic regions.


What Is The Florida Department of Health Early Steps Program?

Florida Health’s Early Steps program is an early intervention system that has historically designed and produced hours of PowerPoint-based training on program policy for staff throughout the state of Florida who are offering services to infants and toddlers age birth to 36 months. But over time, the demand for device-responsive mobile versions of the important content has risen exponentially because of the distribution of team members and variety of viewing platforms. As a result, leadership identified format conversion and learning improvement as the two primary objectives that should be realized across the curricula. Because of our expertise in applied learning theory and strong competency with course authoring in the healthcare setting, Change by Design was selected to transform all the Early Steps courses into Articulate Rise modules. Some of the new features will include integrated instructional design, inclusion of more compelling images that support learning, and embedded narration to engage learner parallel mental processing.


2023 Project Timeline and Details

Development of the new modules is now underway. Change by Design’s instructional design project team is slated to deliver the 12 initial modules in a waterfall approach:

  • four delivered mid-March;

  • four delivered mid-April; and

  • four delivered mid-May.

The course design plan was built using a branded Articulate Rise template, which portrayed course format and also discussed our approach in greater detail. This allowed Florida Health to see interactions in advance of module-building, which would approximate the experience earlier in the project.
