Florida Department of Health PowerPoint trainings on program policy for Early Steps program staff greatly needed enhancements to increase interactivity and prime learners for performance improvement. The timeline to fix the suite of courses was aggressive, building more than 12 hours of eLearning in just over 3 months, split up into four-week interviews.


More About Early Steps

The Florida Department of Health’s Early Steps program (DOH/ES) is one of Florida’s early intervention system. It offers services to infants and toddlers, ages birth to 36 months, who have developmental disabilities and delays, or are at risk for developing them.. Early Steps interventions support families and caregivers to increase their child(ren)’s participation in daily activities and routines that are important to the family.

As with many similar social services agencies or organizations, there are frequently limited internal resources for building highly effective coursework. In a pinch, non-trainers create informational materials that at least communicate key tasks or procedures to attempt to influence employee’s effectiveness. However, without the underlying understanding of learning theory, course-building expertise, and laser-focus on what makes the educational experience produce desired results, performance is hit and miss.

Another challenge is ramp-up time. State agency fiscal budget funding must be exhausted by a certain date or lost, so the proposal, recommendations and approval process that might take 3-6 months can only leave a narrow window for contract performance. Because of Change by Design’s over 15 years of experience working hand-in-hand with State of Florida agencies, we were well-prepared to hit the ground running and deliver a workable plan for achieving the desired new training formats.


3-Month Design Plan With A Dedicated Emphasis On Learning Performance

Change by Design first built the design plan in Articulate Rise that included DOH/ES branding, descriptions of the approach, and other relevant information the client required so they could clearly envision the twelve modules to come. This design plan also included narration that was aligned with module contents, essentially providing a test drive before the more intensive work began.


Converting 12 PowerPoint Trainings To Articulate Rise Interactive Course Series

Each month, the Change by Design team completed development of four modules and embedded narration, then submitted them to DOH/ES. The client quickly completed their review of the modules and provided consolidated feedback on any changes that needed to be made. Our team members then integrated all requested changes to submit a final version, while concurrently building out the second month’s module courses. We repeated this process for both the second and third sets of four modules until all work completed, slightly ahead of schedule.
